SUMMARY

The Portfolio Manager/Public Health Epidemiologist will support a senior government Focus Area Lead in one or more of the following areas: 1) antimicrobial resistant and sexually transmitted infections, 2) enteric infections, 3) febrile and vector-borne infections or 4) respiratory infections. The Portfolio Manager/Public Health Epidemiologist manages both programmatic and technical (scientific) aspects of the portfolio. Programmatic duties may include development and execution of overall program strategy; reviewing and compiling programmatic and data reports from partners; project monitoring and evaluation; and collaboration with partners to ensure quality performance is maintained. Technical and scientific duties may include providing subject matter expertise in research/clinical laboratory pathogen detection/diagnosis platforms; designing and performing epidemiological analyses in support of the GEIS Program Office and funded partners; utilizing mapping application (e.g., ArcGIS) to display GEIS-funded surveillance activities; assisting in coordination with Geographic Combatant Commands on infectious disease surveillance requirements for Force Health Protection (FHP) in support of global operations; ensuring projects have the appropriate strategic focus and operational considerations to support FHP as a primary goal; and creating and tracking performance measures through development of appropriate program objectives and indicators.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide programmatic support to the GEIS Program Office through development and execution of overall program and Focus Area strategy, project monitoring and evaluation, and epidemiological analysis of infectious disease surveillance data with a focus on generating actionable data for informing FHP decision-makers.
Provide support to government staff through portfolio management, including: annual proposal review, quarterly scientific evaluation and budget tracking, and monthly data reporting collation and dissemination.
Serve as a subject matter expert in epidemiology and infectious disease surveillance in one or more Focus Areas, including: antimicrobial resistant and sexually transmitted infections, enteric infections, febrile and vector-borne infections, and respiratory infections.
Serve as a subject matter in laboratory operations, geographic information system mapping, monitoring and evaluation; strategy development; and/or data management and analytics
Serve as the point-of-contact for Principal Investigators with GEIS-funded activities, including: requesting reports, providing feedback on proposals and reports, and coordinating annual proposal submissions.
Collect, monitor, analyze, interpret, and summarize surveillance data for the purpose of supporting the data-to-decision initiative and to inform relevant stakeholders, specifically the Geographic Combatant Commands.
Provide subject-matter expertise to advance collection, harmonization, analysis, evaluation, collation and translation of scientific data from funded partners.
Disseminate the results of surveillance summaries and partner resources via reports, briefings, presentations, manuscripts, websites, and other mediums based on target audiences and the guidance of senior team members.
Identify novel laboratory tests/technologies and make recommendations for their incorporation into the GEIS network
Assist with coordination of multi-site surveillance activities within the GEIS network.
Perform ongoing evaluation of GEIS-funded activities at GEIS Partner Laboratories, including occasional site visits to partner laboratories and national/international professional conferences.
Assist in the collaboration/communication with Intra-and Interagency partners on infectious disease surveillance activities.
Assist in the planning and execution of health surveillance conferences and workshops.
Attend meetings as requested by Defense Health Agency / AFHSD / GEIS.
Support the quality and timely delivery of all work products to the government client.
Other duties as assigned.
SUPERVISORY/MANAGEMENT AUTHORITY

This position will not have supervisory/management authority

EDUCATION and/or EXPERIENCE

Requires a Masters degree in epidemiology or public health (or related field).
Experience in project and/or portfolio management.
Experience in manipulating and analyzing data to support medical or public health decision-making
Experience in infectious disease detection, prevention, response, and/or surveillance; awareness of DoD and US Government work in these areas is preferred.
Experience in statistical analysis software packages, such as SAS or R is preferred.
Familiarity with the Military Health System (MHS) and DHA desired.
Familiarity with Geographic Information Systems software and methodology preferred;
Laboratory and/or field experience with infectious disease surveillance preferred;
Must have experience with febrile and vetor-borne infections
KNOWLEDGE, SKILLS AND ABILITIES

Possess excellent written and verbal communications skills.
Possess excellent skills in organization, attention to detail, and ability to review and digest information from multiple sources.
Willingness to travel and perform job duties in poorly developed settings.
Team player and collaborates well with professionals.
Active Secret clearance which can be verified in DISS, preferred; must be able to obtain a Secret clearance.
Ability to successfully pass a background investigation and drug screen prior to hire
Ability to travel internationally and domestically
WORK ENVIRONMENT

Work will be performed primarily in a climate-controlled office setting. Travel will be required. Travel may be CONUS and will definitely be OCONUS to locations such as Ghana, Cambodia and Honduras.
